Resource Person

Dr. Md. Abdur Rouf

Dr. Md. Abdur Rouf joined the Bangladesh Civil Service (Customs and Excise Cadre) in 1995 qualifying in the 15th B.C.S. examinations and since then he has served in and under various offices of NBR in different capacities. Prior to his joining civil service, he served for three years (1992-1995) in the International Finance Investment and Commerce Bank Limited as an Officer Grade-I.
Mr. Rouf received his B.S.S. (Honors) and M.S.S. degrees in International Relations from the University of Dhaka in the academic years 1989 and 1990 respectively. He obtained his M.Phil. degree from the National University in Public Management in 2003 and Ph.D. degree from the Department of Government and Politics, Jahangirnagar University in 2006 researching in the area of public policy with special emphasis upon the Value Added Tax (VAT) policy of Bangladesh.
Dr. Rouf has four international publications and fifteen publications at home covering the issues of governance, public policy, administrative reforms, fiscal reforms, Value Added Tax, corruption, management, regional cooperation etc. Several articles completed meanwhile will shortly be published at home and abroad. Dr. Rouf teaches on part-time basis at the Dhaka Center of the Royal Roads University, British Columbia, Canada and at the Civil Service College, Dhaka. He is an occasional contributor to The Daily Star and The Holiday. He is often invited to deliver lectures on various matters of taxation policy in the institutions namely: Centre for Tax Training and Research; Institute of Cost and Management Accountants of Bangladesh; Rapport Bangladesh Limited; Customs, Excise and VAT Training Academy, Chittagong and some other professional institutes.
