|Dr. Md. Abdur Rouf
MD. ABDUR ROUF is presently Director, Central Intelligence Cell (CIC) and Deputy Project Director, Value Added Tax and Supplementary Duty Act, 2012 Implementation Project of the National Board of Revenue (NBR). He joined the Bangladesh Civil Service (Customs and Excise Cadre) in 1995 qualifying in the 15th B.C.S. examinations and since then he has been serving in and under various offices of NBR in different capacities mostly in VAT management.
Holding Ph.D. in the area of VAT, Dr. Rouf is a distinguished VAT expert of the country who has been working in the VAT management for about 14 (fourteen) years. He has served in field-level VAT management in four VAT Divisions (Rajshahi, Bogra, Cox’s Bazar and Feni) for about six years. He has served in NBR as a Second Secretary and First Secretary of VAT in three spells for a period of about six years. Prior to his present posting, he was First Secretary, VAT Wing of NBR. At present, besides his principal posting as Director, CIC, he is assigned with Deputy Project Director of VAT and SD Act, 2012 Implementation Project of NBR (popularly known as VAT Online Project) that aims at computerization and automation of the whole VAT management system of Bangladesh.
Dr. Rouf has authored two books on VAT, one in Bangla Shahaj Bhashai VAT is widely known in the VAT community of Bangladesh and the other in English Value Added Tax System of Bangladesh: act, rules and procedures. He has a good number of publications at home and abroad covering the issues of governance, public policy, administrative reforms, fiscal reforms, Value Added Tax, corruption, management, regional cooperation etc. He writes a regular column in the Daily Jugantor titled Shahaj Bhashai VAT. He also writes a column in the Financial Express titled VAT in Easy Language. Dr. Rouf owns an website exclusively on VAT, address ‘www.vatbd.com’. He is the founder of Bangladesh VAT Professionals’ Forum.
Dr. Rouf is a widely acclaimed VAT trainer of Bangladesh. He is often invited to deliver lectures on various matters of taxation policy in the institutions namely: Centre for Tax Training and Research (CTTR), Institute of Chartered Accounts of Bangladesh (ICAB), Institute of Cost and Management Accountants of Bangladesh (ICMAB); Customs, Excise and VAT Training Academy, Chittagong and many other professional institutes.
